Think about what it takes the MINUSTAH to give security in Haiti.

Examine the tools they use to bring security and start a mini Army inside the PNH. We are not creating an Army in the outside, but in the inside it is an Army. Start by securing the border and the Capital.

We do not have to call the division an Army, it can play the role of an Army.
