Who will win in these negotiations?

Consider the following:

1. On September 29, 2015, The Dominican Republic filed a complaint against Haiti at the World Trade Organization; The DR asserts that banning ground entry of 23 Dominican products is a violation that hinders overland commerce between the two nations; Panama, Ecuador, Mexico, Guatemala, El Salvador, and Colombia are backing the complaint.

2. The meeting between Martelly and Medina will take place at the request of the Haitian government.

3. The meeting will take place in the Dominican Republic, not Haiti.

4. The Dominican Republic's economy is 6 to 7 times larger than that of Haiti, in terms of Gross domestic product.

5. Despite banning 23 Dominican products from entering overland, Haiti has 10.32 million mouths to feed and their country do not produce enough livestock or food crops to feed the population.

6. An analysis by the delegation of the European Union felt that the new Haitian ban would cause "a rise of around 40%" of the goods concerned, including wheat flour, maize, edible oil, bread, cement, and detergents.

When you consider all those points, it is clear who will negotiate from a position of power and who will win the negotiations.
