I see your point.

If MINUSTAH is killing Haitians for no good apparent reason and there is a phone call at 3:00 AM to the president to set peace and demand order between angry Haitians and the MINISTAH.

Yes, I would want Charles-Henri Baker to be that president to receive that phone call.
He would set peace in reestablish order.

That is certain.
