Etat de droit / Rule of Law in Haiti: 3 people were Marrtellyzed with tires

Dispatches from Haiti indicated that three people presumably who stole motorcycles were Martellyzed with burning tires and their bodies left on the highway in an effort to implement the new rules of law/Etat de droit as it was done during the Duvalier regime era.
