This is absolute nonsense.

Haiti can give the right to extradite to another country to face charges if the alleged crimes were committed in the foreign country.

If the crimes were committed in Haiti, why are these people being extradited?

They should face charges in Haiti.

To some offenders, extradition is not automatic, they should seek an extradition waiver.

By the way reciprocity is not a must when two countries are having an extradition treaty.
