Michel Martelly swore in as president in front of the national assembly before the Te Deum, this was the very first part of the ceremony, you must have missed it.

in Part 2, Michel Martelly, Now officially president of Haiti, went to the National museum to pay his respects.

The Te Deum is part 3, then he gives his national address.

As far as I know, it was tradition.

We were lucky enough to experience this online since there was massive blackouts on inauguration day.
