Be it known that the the Provisional Electoral Council (CEP) is now operating with 8 members when it is manadated to have 9. It was a body of 9 members, as stipulated in the appropriate laws, but the 9th member, Mr. Jean Enel Desir - who represented the Catholic Church within the CEP, had to resign because of a scandal involving corruption.

As a result out of the 8 that remains, and who were there for Nov 28, 4 of them are said not to have signed the OAS Report received from Preval.

Here are the names of the 4 that supposedly did not sign on to approve the validity of OAS Report (it could be said that do not believe 10 were changed to 110 and so on):

JEAN THELEVE PIERRE-TOUSSAINT (Designated by the Federation of CASEC/ASEC)
JACQUES BELZIN (Designated by the Syndical Sector)
RIBEL PIERRE (Designated by the Conseil National du Centre D
