Why does the UN have a say in this decision?

Haiti is an independent nation that should set its own policy.

I don't know how they would support an army but it's there decision.

UN has been an very ineffective organization in Haiti anyways.

They ride around in expensive Humvee's with turret guns mounted.

An exhibition of power that they really never used because it is against UN policy to interfere with the Haitian population unless authorized to do so. It is about economics and the fact that Haiti is so dependent on outside financial resources.
