Except Fortuna, we have ten departments and every single one will want to send someone.

Accounting for all the time it will take to agree on that one person and if there is any gratuity, well we just lengthen the transition by another 6 or 12 months.

That is our political reality.

Good idea but impractical to implement in our SPECIAL country.
