If I understand Manno's logic correctly: After we waste our time to elect our candidates of choice, we can't let them finish their terms because we're afraid they're going to become corrupt?

How dumb can we be! When will we learn and stop being stupid.

If I know that I'll never be allowed to finish my term, I have no incentive to act right.

That's my only chance to getaway with what I can. But if there's future possibilities for me, then I'm more likely to behave even when I may want to do otherwise.
