Some Haitians here are under the illusion that building an Army for Haiti would give them carte blanche to do as they please toward the Dominican Republic, and without any repercussions.

Haiti already had an army in 1963, the year that Haitian police broke into the Dominican Republic embassy in Port-au-Prince and seized 22 Haitian political refugees who had sought asylum there.

The DR responded by moving troops and tanks to the Haitian border, stationed warships off the Haitian coast, and alerted
the Dominican air force.

As a result, Haiti announced April 28, 1963, that it was severing diplomatic relations with the DR and Despite the severance of relations, DR President Juan Bosch refused to close the DR mission in Port-au-Prince until the safety of all 22 Haitian political refugees was
