The elite is a necessary evil in any country but it become a problem when the State become its servant and failed to manages it and keeps it on check.

Some historians blamed Dessalines for the current underdevelopment of Haiti because he killed the elites, but doing otherwise would cause the reestablishment of slavery.

Remember not all the elites are in the same bag. some are incorrigible psychopath like Luckner Cambrone, other have good conscience like Izmeri.

Most often than not, it is the "ti-grangous" who cannot make positive social changes for a country because when they seized power they want to overcompensated for their long history of material deprivation and deprivation of status such as in the case of Luckner Cambrone and others.

Their first agenda is not to help the masses but to help themselves and their network by stealing without pity.

In our epoch we should look at different approaches and examples.

He attended the finest schools in Havana and see the necessity to help the poor in Cuba. When he seized power, he gave away his father fortune to the poor including his father's lands.

Mao Tse-tung was able to make structural social reform in China by changing China from extreme degradation and poverty to its way to a world superpower.
