Well, I hope President Martelly is able to come forth with a full disclosure of funds spent and their source(s).

Then, he can demand with full support of the Haitian constituency, that all elected officials follow suit. Full disclosure is the KEY ingredient/element of all successful and mutually beneficial partnership/administration.
