Senatorial Elections every 2 years: A distraction?

Did you know that pursuant to the electoral calendar in Haiti, there must be a rotating senatorial election every two years?

In view of the limited financial resources in Haiti, what is the rational for having senatorial elections every two years?

Is this a way to create ongoing divisions, tensions and interference with the business of running the country?

Do you believe these ongoing multiple elections are a problem and that the system should be reformed?
