Report of the Secretary-General on the United Nations Mission for Stabilization in Haiti
In this report, the Secretary-General reports on key developments between March 8, 2013 and August 20, 2013 in Haiti.
With regard to the political situation, he said that Haiti has made significant progress in establishing a transitional college of the Permanent Electoral Council and the implementation of the program "5 E" -- mployment, education, environment , energy, rule of law (état de droit).
But the delay in the holding of elections and the tension in relations between the executive and the legislature have risked jeopardizing progress towards stabilization he notes
