Haiti - Why not have a credible and trustworthy electoral Council?

If elections are what's wanted and needed to help move the country forward, why not then have a credible and trustworthy body obtained through the involvement and workings of the representative of the people and Societe Civile for whom the exercise of democracy is undertaken in hope to inspire confidence in both the process and the results?.
