This number could belong to ANYBODY.

If you are accusing Mr. Martelly of any wrongdoings, you better come up with SOLID proofs, not just innuendos; Or you are just someone who does not want to see Haiti moving forward.

If you are accusing the President of any wrongdoings, PROVE IT, or shut the hell up. He does not have to prove anything to you, you accused him, the burden of the proof is on YOU.
HOWEVER, YOU may be referring to a diplomatic passport that any county that is a member of the UN such as Haiti, its members automatically have diplomatic passport.

Even Fidel Castro has a diplomatic passport that allows him to leave his country for diplomatic purposes.
