The Dominicans refuse to resume dialogue with Haiti until a formal apology is received, a Dominican news agency reported Tuesday.

United States Secretary of State John Kerry has notified the U.S. Congress that Haiti is taking steps to hold free and fair elections. His official statement was published in the Federal Register and includes the following statement:

I hereby certify that Haiti is taking steps to hold free and fair parliamentary elections and to seat a new Haitian Parliament; the Government of Haiti is respecting the independence of the judiciary; and the Government of Haiti is combating corruption and improving governance, including passage of the anti-corruption law to enable prosecution of corrupt officials and implementing financial transparency and accountability requirements for government institutions.

Former Haiti Presidential candidate Mirlande Manigat does not approve of all the pressure the Haitian authorities are getting from the United States to hold elections in 2014.

Mirlande Manigat says the International Community is a bit late in making this decision to apply preassure for elecitons that were supposed to he held 3 years ago.

Mirlande Manigat says:

"What I am asking the International community is, why all of a sudden you are pressing for elections... Last year you didn't do it, two years ago you dind't do it, 3 years ago you didnt do it...
