Is there an extradition treaty between the Republic of Haiti and the United States of America?

Yes there is an extradition treaty that exist between Haiti and the United States. It dates back to 1904. BUT... There is a big BUT in this extradition treaty that no one has paid attention to over the years.

This extradition treaty, the one we could find a copy of, was signed in Washington DC on 09 August 1904 and entered into Force on 28 June 1905.

The big BUT that we are talking about in the extradition treaty between Haiti and the US is Article 4 which states:

"None of the contracting parties will be obliged to deliver its own citizens."

In other words the extradition treaty between Haiti and the US does not oblige the Republic of Haiti to deliver its own citizens over to the United States.

So how in God's name have they been snatching Haitian Nationals in Haiti and extraditing them to the United States

According to Wikipedia there was another extradition treaty between Haiti and the United States signed 15 January 1909 and entered into Force on 10 July 1912.

There is yet another extradition treary signed between Haiti and the United States of America.

That extradition treaty was signed in Port-au-Prince and it dates 03 November 1864. A copy of this extradition treaty can be downloaded on haiti-now.org

What does the Asian Constitution say about the extradition of Haitians to other countries?

Article 41 of the Haitian Constitution states: "No person of Haitian nationality may be deported or forced to leave the national territory for any reason whatsoever."
