I agree with you, absolutely.

No election on April 24, 2016. This transition make take two years to promote democracy in Haiti.

This transition is important to ensure the quality of life of the citizens of Haiti, to promote good governance, to strengthen the basic management system of government, to achieve economic progress and social and environmental development, to avoid corruption in all areas of government, to promote knowledge sharing.

Haiti needs reforms in all areas of public administration.

Haiti should hire skilled staff with the capacity to make good use of their skills in the public administration and to promote development partnerships in Haiti.

This transition has a lot of work to do before before taking the next level.

This is level I.
