According to the electoral law in Haiti, any person that so chooses to not participate in the second round, should submit a written document sign and notarize to the CEP. With that the CEP will then decide to put the person that was in a second place to run with the other guy. Therefore Jude never provide that document nor contest the results the right way to the CEP, cause he was too busy with his little G8 running around like little children that crying for attention.

The CEP will still moving forward with the Dec 27th election because there was a lot of money that were spent already just to get the ballots ready.

Yes the European came for the election that is going to happen on Dec 27th 2015.
