According to thefrontierpost-com on 02 August 2012, The Phoenix Programme was launched by CIA in 1967, to target the South Vietnamese civilians suspected of supporting North Vietnamese (Viet Cong).

Though, assassination and target killing was a rough tool in the hands of CIA but the Phoenix provided the base for developing US counter terrorist tactics and strategies.

The effort was aimed at large scale secret assassination of civilians by, hunter killer teams, consisting of US Green Berets and Navy Seals.

The large scale assassination of 20,000 civilians between 1967 and 1972 earned it the name of, an instrument of mass political murder.

It also incarcerated 300,000 political prisoners in South Vietnam by the end of 1973.
Tacking a lead from Phoenix, CIA launched Project X in Latin America.

Some of the countries like Columbia, Haiti, Nicaragua, Guatemala and El- Salvador suffered the most from target killing and assassinations at political plinth.

The death toll swelled beyond 150,000 in Central America during the Reagan Presidency, where 63,000 Salvadorian civilians alone were killed during 1980 to 1993....
