The people of the Republic of Haiti (hereafter plaintiffs) seek redress from the Government of the United States of America, through the United States District Court, for military actions within the sovereign state known as the Republic of Haiti which resulted in the collateral death of one-hundred and fifty-nine (159) innocent Haitian civilians, who were in no way involved in any aggressive actions toward the invading United States military personnel.

Within this brief, and as part of the redress requested by the plaintiffs is to ban the United States Government from willfully and maliciously entering the borders of another sovereign state in order to secure military and/or political objectives.
