Yes, you are right "Freedom of information Act" applies to every citizens in America.
I am not sure whether or not the rule applied overseas, especially in dealing with something as delicate as Martelly's case. A lawyer representing Parliament is the best bet. The information will be delivered to them signed sealed and absolutely not voidable.
