Will you have a good army that works for a good leader/government?
Or will you have a bad army that works for a bad leader/government?
I understand that Aristide got rid of the bad army (with great support from the common people) that was working for a bad leader/government in the pre-90's.
I don't think any other country will attack Haiti or Haiti is planning to attack anyone else. Maybe a reserve could be formed to help in disaster relief situations but with a minimum of guns allowed for self protection.
This is not a simple question to answer with the potential of a corrupt regime utilizing an army for its corrupt purposes whether it be to stay in power or kill its enemies.
