This is a far fetched proposition.

if we were able to distribute five million guns in Haiti that means all the adult population will be armed.

That means Haiti will become the quieter place or total hell.However, if the rich, powerful or even the next ordinary guy knows that you carry the same gun he carries he will not disrespect you, rape your wife or your daughter or makes you works for free or next to nothing
