The fault lies primarily with President Martelly for refusing to find a candidate that both he and parliament can agree on. Before he makes a nomination, he must be certain that he has the votes needed to quickly ratify the candidate.

Doing other wise shows weakness and lack of experience on his part and the part of his advisers.

He should really fire his advisers.
