People that generally do these things are uninspired and feel left out of the system.

I agree with your suggestion of locking them up and putting them to work, but that will take time to pass into law, build jails, and implement.

The thing that can be done immediately is what the IRS does: They can't catch everyone, but they parade a big name in the news and remind you what will happen if you don't pay your taxes.

Until then, it's really going to be EDUCATION, EDUCATION, EDUCATION so the people can learn to deal with their frustrations differently.
