I don't think it's either or, Woodring.

Politics is like "What happens in Vegas, stays in Vegas".

Usually when a high ranking member commits fraud or crimes, it is always believed to keep it away from the people, for the sake and integrity of the nation, not taking into account that the constitution overrules everything.

Therefore, in order for him to keep his so called dignity, and cover up whether Preval or anyone else had been ordering him to commit those frauds, he was offered to step down (Usually by resigning).

After all, he was to get prosecuted, there's no telling whom he would take down with him. Lastly, by resigning, he still gets to collect his pension.
