DEDICATION and CONGRATULATIONS

I dedicated This Book entitled "BILL A RI AND THERE WAS LIGHT !" to the Former American President Bill Clinton, to his Wife - Secretary of State Hillary Clinton - and Their Daughter Chelsea.

Leadership is the trade-mark of both the President and his whole family at the dawn of the twenty-first century.

The immediate goal of this Book is to make the leaders and peoples of the West aware of their grave responsibilities in connection with Haiti
