She setting the story and planting the seed in people's mind that Aristide is a troublemaker so if there are massive violence on election day, the US can say to the world, "see we told you he was troublemaker and does not belong in Haiti, look at what he did and he only been here for 3 days!"

that is why she's saying the only reason Aristide is returning to Haiti now, 3 days before the election, is to interfere with the election.

Therefore, anything that goes wrong with the election they will blame it on Aristide.

She's putting Aristide in a position to behave or risk proving that he is indeed a troublemaker.
