Duvalier beat him to the punch, his advisors should have anticipated that move. Should he have the right to re enter "YES", as a peace maker, putting the country ahead of his personal goals, power is like cocaine once you injected in your system you are hooked, once a junkie always a junkie, so maybe he has to wait his turn, not at this point in time, his presence will only give rise to chaos murder and destruction.

The country does not have the security forces in place to keep order.
