Sir Charles,

From what i read, there has to a disapproval by the OAS first, for there to be a decision on the part of Washington.

In other words, the OAS must nullify the vote and recommend a brand new start with all the candidates (as i understand it); at which time, the US will look its position vis-a-vis the voting experts OAS proposal.

Unfortunately or fortunately, depending on your point of view, the Presiding Council's council has not been waved as a major factor in this purely Haitian affair.

On peut dire que c'est la realite politique du moment.

Moving along! Any conclusion on this issue should be based on the Presidential decision of Mr. Preval to invite OAS and other non-haitian voting law experts to look at the voting situation and calculation of the Nov 28 vote or fraud, depending on your point of view.

Bottom line is this: The OAS' voting experts needs to be make a decision for CEP and/or Washington to make a decision on our Presidential Election, It is time to take responsibility for our own actions, that will be a sign of social/politicial maturity to the whole world.

Let us be realistic, it will take a generation or two for us to reach such maturation.

Let's leave it at that for now.
