The electoral campaign is not officially on the way; therefore, Michel Martelly should not be on the grounds campaigning. However, since the Haitian laws does not apply in USA territory, this might not be an illegal move to meet and greet people. Nevertheless, these people are potential Haitian voters. Those who said that Michel Martelly candidacy is not a serious one should think twice again. In most polls, it's shown that Martelly is a front runner(thus far). Never underestime Mr Oulala as the next president of Haiti. Anything can happen.
