Can The Diaspora Vote In Haiti Election 2011?

i really not well informed about what is happening in Haiti politically. I have heard that an activist haitian was trying to motivate the senat to vote about double nationality in Haiti. Until now, i don't think that subject came up on the senat's table at all. Now, an election is coming up and some haitiens in the diaspora would like to participate. Is that mean if you became an Us citizen you will be excluded?
