Based on his explanation, Mayard-Paul was approved for decharges from a bicameral commission and Parliament did not vote until it became dysfunctional...
Thierry Mayard-Paul told Radio Scoop FM it is unlawful for the same government who is requiring that a Candidate has decharge in order to register as a candidate is the same government who is cannot deliver it...
Thierry went to court and got a court order forcing the CEP to accept his candidacy without taking into account the Decharge requirement...
Thierry's argument is simple: If one branch of government is unable to issue a decharge, another branch cannot make it a requirement...
"It's like giving me 10 cents on one hand, taking it with the other hand and putting it back in your pocket, then coming back later and asking asking me for your money back," he says...
"The Executive branch has NO right to come out with a decree telling me to present a clearance certificate (decharge) in order to register as a candidate, and for that same State (menm leta saa), through another branch called the Legislative branch, to not in a capacity to issue that decharge to me because it's disfuncitonal," Thierry said." On one side you do not give it to me and the other side you tell me I gotta have it."
Thierry said: "Ca s'appelle en droit administratif, la théorie des formalités impossibles a accomplir (in administrative law this is called the theory of impossible formalities)"

If Mr. Tierry Mayard Paul was still a Government employee during the period of registration, he lost automatically the chance to be qualified as candidate for the next Haitian's Presidential electoral.

I Believe that he's right.
AND I also believe that it's a strategy from the oppositions to block the good candidates from not participating in the upcoming election So that they could win it
