In a report presented to the Security Council, as reported by Reuters, U.N. chief Antonio Guterres emphasizes the need for a "robust use of force." by a multinational police deployment and use of military assets is needed to restore law and order in Haiti.

Now the question is whether the prospective intervention led by Kenya would measure up to the task.

Antonio Guterres, the U.N. chief, has put forward the notion that a multinational police deployment backed by military resources is imperative for reinstating law and order in Haiti and dismantling criminal gangs.

Helen Meagher La Lime - Head of MINUJUSTH in Haiti

On Monday October 14, 2019, United Nations Secretary-General António Guterres announced the appointment of Helen La Lime of the United States as his Special Representative for Haiti and Head of the United Nations Integrated Office in Haiti (BINUH).

Since 2018, Ms. La Lime has served as the Secretary-General's Special Representative heading the United Nations Mission for Justice Support in Haiti (MINUJUSTH).

Haiti MINUJUSTH chief Susan D. Page recalled by the UN for sticking her nose in Haitian Politics

Susan D. Page - former Head of MINUJUSTH in Haiti

Susan D. Page, Special Representative and head of The United Nations Mission in Support of Justice in Haiti (MINUJUSTH) was recalled for sticking her known to deep into Haitian politics.

This happened following a phone conversation between Haitian president Jovenel Moise and UN Secretary General Antonio Guterres where the president was furious because Susan Page was stepping beyond her boundaries and into political matters.

The Haitian government was very dissatisfied with the publication of a MINUJUSTH communiqué welcoming the appointment of judges to hear complaints filed since the beginning of the year in the Petrocaribe case. The Haitian government has condemned that publication. It described as political interference.
