Mirlande Manigat says NO WAY for Laurent Lamothe to get a Decharge

Although Mirlande Manigat did not mention Laurent Lamothe's name directly, she did imply that it is impossible for someone like Lamothe, a former Prime Minister, to get the clearance certificate (Decharge) needed for him to run for President. Manigat's argument: There is NO parliament and ONLY parliament can issue such a decharge... The Superior court of Auditors can write a favorable reports for clearance but ONLY Parliament must decide, she said.

Mirlande Manigat said clearly: "Le Parliament n'a pas fait son travail... Maintenant citoyen sa yo trouve yo victim mais il n'y a pas de solution... Pa genyen... y en n'a pas..."

TRANSLATION: Parliament did not do its job... Now these citizens (Former prime ministers Laurent Lamothe and Jean Max Bellerive inlcuded) are victims BUT there is NO solution... Nada... There's none!

Madame Manigat went on to say: "there cannot be a consensus on the violation of the constitution... This is not possible... If the constitution did not say it clearly in article 233 regarding the ministers then there could be a consensus to plug the hole..."

So there you have it... According to Mirlande Manigat, if you are a former minister, or a former prime minister of the Republic of Haiti and you DID NOT get a DECHARGE before Parliament went CADUC... You are ---- our of luck!

QUESTION: Is it OK for a Haitian citizen to be punished for the errors of parliament?
