Who are the modern political prisoners in Haiti?

These days, each time street protesters are arrested by police in Haiti when the protest turns violent, the opposition call them political prisoners


Question:
Is a person destroying public and private property during a street protest immune from the law?

Here is another thing that is confuses me about the modern political prisoner in Haiti:

Each time a street protest turns violent in Haiti, the opposition claims infiltration but as soon as the protestor committing the crime is arrested, he becomes a political prisoner.

What is wrong with this picture?
