Haiti Military - US Secretary of Homeland Security says NO to a new Haitian Army

'An army is a lot of money for a country like Haiti," says John Kelly, United States Secretary of Homeland Security during a recent visit to Haiti. An army without a mission is even more dangerous, he said.

An Army that doesn't always have a mission is the 'Devil's Workshop' with a lot of time on its hands, John Kelly said

He believes the focus should be instead on making the Haitian Police Nationale better and more professional.
