Haiti - Which Constitution is in Effect?

Let me ask you a question... In Haiti, which constitution is currently in effect? The constitution of 1987 or the Constitution of 2012?

Supposedly, the Constitution of 2012 is currently in force but in virtually all discussions about politics in Haiti, people are mentioning the Constitution of 1987...

Many people, especially people in the Haitan senate seem to like the 1987 Haitian Constitution... I wonder why...
