Haiti: Some Laws are Written on Toilet Paper...

The rest of the world like to see written words put into action but unfortunately, in Haiti, written words are just that... words on a piece of paper...

The Constitution of Haiti, version 2012 and currently in force, demands the establishment of a new permanent electoral council to replace the provisional CEP.

I think that part was written on a piece of toilet paper... LOL...
