HAITI - Prime Minister Vs. Vice President - Which Is Better?

Would it be better if Haiti had a Vice President instead of a Prime Minister? I am asking because...

It has been over a month since Michel Martelly became president of Haiti and, still, Haiti has NO Government.

President Martelly already went through ONE major crisis (flooding) and without a cabinet...

Why?

Because the prime minister is the head of government and the legislative branch (Senators and Deputes) have to decide whether or not they will approve the designated Prime Minister (remote control of the Executive branch).

So I am wondering... Which system of government would be better for Haiti?

The presidential system??? meaning, during the presidential campaign, the candidates select a vice president to run with and, once elected president, he/she becomes the Head of state AND head of government - No time is wasted... He/he gets to work immediately!

OR...

The semi-presidential system??? Haiti's current system where after the election, the President, Senators, and Deputes spend more time fighting over who sill be prime minister then the problems at hand (i.e. unemployment, homelessness, recovery efforts, rebuilding Haiti. etc...).

The first 100 Days... WHEN Does it start?

As soon as Michel Martelly was sworn in as President of Haiti, we are all waiting to rate his first 100 days in office but is that fair?

Think about it... Nearly 40 days is already passed and he is still waiting for the Senators and Deputes to ratify his choice for prime minister!

What if Haiti's National Assembly suddenly decide: "No We do not want Daniel Gérard Rouzier as prime minister... Pick another one!"

That's 40 more days... wasted...

Question:

Would it be better if Haiti had a Vice President instead of a Prime Minister?

Often, it takes a crisis to show fundamental problems or weaknesses in things and thus, the necessity for reform.

In fact, this is one situation where the writing is on the wall for us Haitians, showing the need to look into this constitution reform at the first opportunity.

Yes, when I read the haitian constitution and its articles, the method and requirements for the appointment of say a prime minister, yes, there are a lots of things we need to change.

I have been advocating for a Pres/VP system long before Jesus Christ came.

A Pres/Prime minister system in Haiti is nothing but confusion, headache, a big barrier block for Haiti's advancement, and a big potential risk for political vacuum for the country.

The current system doesn't not reflect Haitian culture, values, and principle.

Haiti has not benefited from any Parliament (except the law Benoit) published recently allowing our hard Haitian Labor workers to earn 150.00 gourdes instead of the previous 70.00 gourdes.

So, Haiti is wasting a lot of money paying those " Parlementeurs" We can change this system by eliminating the Parliament and established a system of Governorship for each dept. The governors (11) one for each dept. including the Diaspora dept. can meet in special session when needed, to do what the existng parliament was supposed to do and never did. The check and balance system will work better this way, for this parliament bunch is only looking for themselves and not for the country.

Thank you so much for coming with a such IDEA. We have haitians thinking for a better future for their homeland.Let us work to write a law to abolish the prime minister and unite behind the same common goal for a vice president.
