According to one of the members of the delegation who was talking on the radio, "te genyen 4 barage police ak MINUSTAH" -- There were 4 roadblocks of Police and MINUSATAH preventing the delegation from entering Arcahaie

I don't know if Mirlande Manigat made any interventions after being refused access to see Timothee Rony but, whatever I find out I will share with you...
